Chidren are capable of voluntary decisions, but not the prohairesis which requires deliberation, assessment of ends, specification of ends. It also includes de-conflicting ends, or figuring out how to plan in a way that amounts to good living over time and in a shared life with others. He is brilliant on deliberation and the advance skills that go into living a good life with shared ends, compromise, and revision of ends.
